PHO Performance Programme (PPP)

The RCPHO was one of the first PHOs in New Zealand to participate in the Primary Health Organisation Performance Programme (PPP). This programme, a joint initiative between District Health Boards and the Ministry of Health, seeks to recognize the additional resources required by PHOs to improve quality against a range of clinical, process and financial indicators.

The overall aim of the programme is to ensure that PHOs are in fact achieving better health outcomes and access for their enrolled population and community - that access to better health for people with the greatest needs is improved.

Measurements of performance are made against a range of clinical indicators, the targets for achievement in each six monthly cycle are agreed with the Canterbury District Health Board and must be in line with the national targets that are set.

Some of the clinical indicators include checks for cervical cancer and breast cancer screening; whether 2 year olds have had vaccinations appropriate to their age; have people over 65 years of age been vaccinated against influenza.

The RCPHO is monitored to see that the cost of pharmaceuticals and laboratory tests are within the national guidelines.

Another indicator is whether those people who are socially disadvantaged use doctor and nurse consultations as often as those who are not disadvantaged - the aim for these people is for greater use.

The Rural Canterbury PHO achieved 91.46% of performance targets set for the first full year of the programme.
